Empowerment Zone and Renewal Communities
The Philadelphia Empowerment Zone is a federally funded initiative established
to foster economic development in distressed rural and urban communities.
In 1994, Philadelphia was designated as an Empowerment Zone,
which allows for the city to receive federal tax incentives to attract
businesses. The vision of the Empowerment Zone is to create vibrant communities
in three designated neighborhoods.
In January of 2002, the US Department of Housing and Urban Development
designated Philadelphia as one of the forty (40) Renewal Communities nationwide. This federal program was developed to help stimulate and encourage
investment in struggling communities. The program promotes economic growth
by offering a set of tax incentives for existing businesses and new businesses
that locate within this designated area. In Philadelphia, 43 census tracts
across North, South and West Philadelphia benefit from this designation.
There are portions of the Avenue of the Arts, both North and South, that
fall into either an Empowerment Zone or Renewal Community designated area.
The Renewal Communities Program (RC) and Empowerment Zone (EZ) incentives
are administered by the City of Philadelphia's Empowerment Zone/Renewal
Communities Office.
